With the majority of votes, the Committee Members recommended to adopt in the entirety the draft law on ratification of the Convention between Government of Ukraine and Government the Republic of Cyprus on Avoidance of Double Taxation and Prevention of Fiscal Evasions with respect to income tax and its Protocol (Reg. No. 0024). Ratification of the Convention will lead to termination of the Agreement between Government of USSR and Government of the Republic of Cyprus on Avoidance of taxation on income and property, signed in 29.10.1982, and create new contractual basis for avoiding double taxation in relationship between Ukraine and the Republic of Cyprus.   

The draft law on amendments to the Land and Forestry Codes or Ukraine re maintaining reservation of power transfer objects (Reg. No. 2512), the draft law on amendments to several laws on Ukraine re execution of judgments (Reg. No. 2399), draft law on amendments to the Law “On Distribution of Copies of Audio-Visual Compositions, Phonograms, Videograms, Computer Programmes, Data Basis” (re intellectual property rights protection) (Reg. No. 2056a) were supported.  

It was decided to postpone consideration of the draft law on amendments to the Civil Code of Ukraine re removal of notion of negative information (Reg. No. 1257) and the draft law to amend several legislative acts (re arrangement of activities of the Constitutional Court of Ukraine in order to guarantee the rule of the Constitution of Ukraine and protection of rights and freedoms of citizens) (Reg. No. 2439).

Also, because of the absence of governmental representatives at the meeting, particularly representatives form the Ministry of Justice, it was decided to postponed to the next meeting the draft law on amendments to several legislative acts of Ukraine on prevention and combating discrimination in Ukraine (Reg. No. 2342) and the draft law on amendments to several legislative acts of Ukraine on prevention and combating discrimination in Ukraine (Reg. № 2342-1).

In this regard, the Committee members expressed dissatisfaction with the lack of governmental representatives during consideration of the bill, authored by the Cabinet of Ministers of Ukraine, and stressed that this bill is the last one in a list of laws necessary for the completion of the 1st phase of the Action Plan on visa liberalization with the EU. The Committee Chairman Hryhoriy Nemyria noted that he will send direct letter to Prime Minister of Ukraine Mykola Azarov on this issue.
